Keep adding flour till it stops sticking to your hands. Put in bowl with lid and set in the garage over night. When using, take a grape size amount and fold a 1/4 slice of bread over it with no crust onto your treble hook. Make sure bread is very fresh. I have caught cats up to 6 1/2 pounds in small community ponds and up to 20 in area lakes. Be carefull though, I have also caught a few 15 pound plus carps and almost lost a couple of poles.
